Statement on the Ebola Outbreak in the Democratic Republic of Congo and Uganda

The Southern Africa Doctors for Human Rights (SADHR) expresses grave concern over the escalating Ebola Virus Disease (EVD) outbreak currently affecting the Democratic Republic of Congo and Uganda. The outbreak has now been declared a Public Health Emergency of International Concern by the World Health Organization (WHO). The outbreak, caused by the rare Bundibugyo strain of the Ebola virus, has resulted in hundreds of suspected cases and more than 130 suspected deaths, with confirmed cross-border transmission into Uganda.

SADHR notes with concern that there is currently no approved vaccine specifically targeting the Bundibugyo strain, making containment efforts significantly more difficult and increasing pressure on already strained healthcare systems in affected countries. The outbreak once again exposes longstanding weaknesses in African public health systems and underscores the urgent need for stronger regional preparedness, coordinated cross-border surveillance, rapid diagnostic capacity, and the protection of frontline healthcare workers.

SADHR urges governments, regional bodies, and international partners to ensure that outbreak responses remain firmly grounded in transparency, scientific evidence, and human rights principles. Public health emergencies must never be used to justify discrimination, stigma, xenophobia, excessive securitisation, or restrictions that undermine the dignity and rights of affected communities, migrants, and vulnerable populations.

We also call for equitable access to outbreak financing, medical resources, research, and future vaccines and treatments, while emphasizing the urgent need for sustained investment in healthcare infrastructure, epidemic preparedness, and resilient public health systems across Africa.
